Barangay Balao was once known as “Naba” and earned its name from the numerous Balao trees in the place.The sap (tagok) of Balao trees is used as sealant for leaking utensils. Balao was once a sitio of Barangay Pomponan. The barangay improved because of its primary products namely, abaca, rice and corn. Its patron saint, Birhen sa Kalipay inspired the 157 households and 439 residents to continue with the many government project,Barangay Hall, Multipurpose Hall, Covered Court, Health Center, Public Toilet, Barangay Outpost, Day Care Center, School and Chapel. Barangay Balao is 15 kilometers away from the heart of the city of Baybay and has a land area of 243.09 hectares with P60.00 as fare in going to barangay. Motorcycles are the means of transportation used by the people in going to the city and back to the barangay. It can be reached in 30 minute ride. Farming and copra are the means of living. Only few are professionals due to some parents neglect in sending their children to school especially in college due to insufficient family income. In 1946, formal education began. For two years, only one grade level was taught, with Mr. Floro Basalo as the first teacher. Following that year, Grades 2 and 3 levels were adopted, and other grade levels were completed by 1983. A temporary school building was constructed near the Barangay Hall. There was no road yet when this building was constructed. Later, Balao Community School was renamed Balao Primary School. In 1990 the school re opened but only one teacher handling Grades 1,2 and 3 with Mrs. Renilda Albarico now the wife of Barangay Captain Hon. Carlito D. Torcino. The school building was built in 1994 through the efforts of all Balao residents through TAGBO, and it was named Balao Elementary School. Children from neighboring places such as Pansagan, Sitio Guimbayran, Sitio Caumpagan, Sitio Jubas, and Sitio Upper Balao were students at the time. The first teacher came from Palo Leyte, but the teacher’s identity was forgotten. The teacher provided “ Adult Education” to those who wanted to learn how to read and write at the time. Since only one room was available, the rest of the classes were held in Barangay Hall. Ms. Aurora Pana was the teacher in Grades One and Two and Mrs. Lilian Gonzales was the teacher in Grade Three. Besides in the increase of school population, two new buildings were put up and also a water reservoir was made through the efforts of the barangay council. In 1983 Balao Primary School changed to Balao Elementary School. The teachers were Mrs. Cristita Modina for Grades 1 and 2, Mrs. Elena Colminas for 3 and 4 and Miss Clara Abellana for Grades 5 and 6 and it was first Graduation Exercises happened. In 1990 the school re opened but only one teacher handling Grades 1,2 and 3 with Mrs. Renilda Albarico now the wife of Barangay Captain Hon. Carlito D. Torcino. Balao Elementary School has consistently demonstrated excellence in academic and extracurricular activities. The pupils have actively participated in district and division contests, showcasing their skills in Literacy, Numeracy, and Science Quizzes. Notably, the school achieved 2nd place in the cluster contest of "Iispell Mo. Additionally, the school received the prestigious award of Most Improved School in 2022. Balao Elementary School takes pride in its active engagement with the local community. The school plays an integral role in various community events, including the Barangay Fiesta, where pupils and faculty actively participate. Furthermore, the school is dedicated to environmental conservation through tree planting initiatives. The school fosters a strong sense of community by maintaining connections with its alumni, creating a network that contributes to the school's growth and development. Despite its achievements, Balao Elementary School faces challenges, particularly in addressing the presence of non-readers and non-numerates. The school recognizes the importance of overcoming these obstacles to ensure that all students receive a quality education. The commitment to transformation involves implementing innovative teaching strategies, personalized learning approaches, and community involvement to address these challenges effectively. Balao Elementary School stands as a testament to resilience, community engagement, and academic excellence. From its humble beginnings in 1946, the school has evolved into a hub of learning and community development.
